Global Goal 16 provides an international policy framework to work globally on legal inclusion of marginalized groups within their countries. Microjustice4All developed the Legal Inclusion Mapping Method as a framework for its achievement.

Implementation Tool & Progress Monitoring Framework for Global Goal 16

 

To measure the implementation of the Global Goals, a global indicator framework for the Global Goals and targets of the 2030 Agenda have been developed by the UN. Nevertheless, during its in-depth study of Global Goal 16, MJ4All developed Legal Inclusion Indicators that would help measure progress towards attaining this Global Goal. It is MJ4All’s hope to have these Legal Inclusion Indicators included in the 2030 Agenda during the global indicator revision process in 2020.

The Legal Inclusion Mapping Method is an extensive country-specific and action-oriented two-part program that measures the level of legal inclusion in particular countries and brings them solutions on how to reach Global Goal 16. The first part of the program categorizes a country based on the extent of its legal inclusion/exclusion, and identifies the country’s marginalized groups as well as the needs for their legal empowerment.

The second part of the program consists of a Comprehensive Legal Empowerment Plan to Achieve Legal Inclusion. It is a solution-based program, involving all stakeholders, that takes the results of the Mapping’s analysis to implement sustainable and inclusive solutions to meet the marginalized groups’ legal needs.

The Legal Inclusion Mapping Method provides a framework for partnerships to work on the legal inclusion aspect of Global Goal 16:

  • International organizations, policy makers and funding organizations

  • Research institutes; universities; statistical agencies

  • Humanitarian and development agencies

  • Lawyers, legal and/or human rights organizations

  • Experts in public communication/lobbying/advocacy

Finally, the Legal Inclusion Mapping Method comprises a Progress Monitoring Framework on Global Goal 16 which is defined in the Comprehensive Legal Empowerment Plan together with the stakeholders.

The Implementation Plan establishes targets and a timeline with: a) precise modifications and innovative tools for the legal-administrative and institutional framework; b) innovative standardized, scaled-up legal service provision for the various target groups.

The Progress Monitoring Framework on Global Goal 16 follows the proposed modifications & activities, and periodical update mappings vis-à-vis the baseline established in the mapping (until 2030).

Through this, the accomplishment of Global Goal 16 is not only guaranteed, but will be carried out in the long-term as well.
