The situation in which a) the basic legal needs of individuals are satisfied, b) enjoying legal protection and c) access to entitlements of the society in which they live such as participative civil political cultural rights, public services, benefits and amenities.

Explanation:

 

  1. The basic legal needs of individuals are satisfied:
    • Basic legal needs = precondition to access the system and to enjoy legal protection. Without those, the person, his/her belongings and economic activity are not recognized in society, and legally unprotected
    • It refers to civil documents, property titles, business registration, contracts describing precisely the agreements etcetera, depending on the specific situation of the person
  2. Enjoying legal protection:
    • When the state or a private entity infringes one’s rights, one can defend oneself and provide proof about the situation that needs to be protected; once you can proof your status, there are also many legal guarantees provides by law.
  3. Access to entitlements of the society in which they live such as participative civil political cultural rights, public services, benefits and amenities.
